Himachal Pradesh road tax is imposed by the state government and central government. The vehicle tax is levied as the excise duty on every motor vehicle used within the state. The state government has levied the Vahan tax under the Himachal Pradesh Motor Vehicle Taxation Act, 1974. As per the act, if the person has possession over a motor vehicle, he has to pay Vahan tax. Himachal Pradesh Motor Vehicle Taxation Act

The act incorporates the laws to impose the tax on motor vehicles, passengers vehicles and goods vehicles. Vahan tax will be imposed on the motor vehicle which is kept by a dealer or a manufacturer for trade.

Vehicle Tax Eligibility

According to the Motor Vehicle Taxation Act, the person who has transferred the ownership of the vehicle has to pay Himachal Pradesh Road Tax:

  • Non-transport vehicle
  • Goods carriages- Light motor vehicle, medium goods motor, heavy goods, motor vehicle
  • Stage carriages- Ordinary bus, express bus, semi-deluxe vehicle, AC bus, minibus
  • Contract carriages- Maxi cabs, motor cab, auto-rickshaw
  • Bus for contract carriage
  • Construction equipment vehicle
  • Recovery van
  • Ambulance
  • Hearse (dead body van)
  • Private service vehicle- Educational institution bus

Himachal Pradesh Road Tax Calculation

If you purchase a vehicle, you will be charged for the central excise duty, central Sales Tax, and state VAT. Similar to other states in India, the road tax in Himachal Pradesh is calculated on the engine capacity, seating capacity, unladen weight and cost price of the vehicle.

Road Tax on Two-Wheeler

The road tax on two-wheelers is based on the cost of the vehicle and the age.

The tax rates for vehicles are as follows:

Vehicle Type Tax Rate
Motorcycle has the engine capacity of up to 50CC 3% of the price of the Motorcycle
Motorcycle has the engine capacity of above 50CC 4% of the price of the Motorcycle

Road Tax on Four-Wheeler

This relies on the use of the vehicle and its classification. The vehicle that is considered for this segment is cars and jeeps.

The tax rates are as follows:

Vehicle Type Tax Rate
Personal Motor Vehicle with engine capacity up to 1000 CC 2.5% of the price of the motor vehicle
Personal Motor Vehicle with engine capacity above 1000 CC 3% of the price of the motor vehicle

The road tax for transport vehicles are as follows:

Private sector motor cabs owned by commercial organisations and used for the purpose of carrying people on behalf of the owner of such vehicle for his trade or business For 15 years from the date of registration- Rs. 500 per seat p.a. After 15 years- Rs. 550 per seat p.a
Light construction vehicles- maximum mass not above 7.5 tonnes Rs. 8000 p.a
Medium construction vehicles- maximum mass above 7.5 tonnes but not more than 12 tonnes Rs. 11,000 p.a
Heavy construction vehicles- maximum mass exceeding 12 tonnes Rs. 14,000 p.a
Light recovery vans - maximum mass not above 7.5 tonnes Rs. 5,000 p.a
Medium recovery vans - maximum mass above 7.5 tonnes but not more than 12 tonnes Rs. 6,000 p.a
Heavy recovery vans- maximum mass exceeding 12 tonnes Rs. 7,000 p.a
Ambulance Rs. 1,500 p.a
Hearse van (Dead body van) Rs. 1500 p.a

Penalty on Late Road Tax Payment

If the vehicle owner fails to pay the road tax within the specified time, then the owner has to pay a penalty at the rate of 25% per annum.

  • The penalty imposed on the owner will be computed on day to day Basis if the delay period is less than one year.
  • The penalty will be computed on the 16th day of every month, which is the right time to compute the penalty.

Road Tax Exemption

The following vehicle owners are exempt from the road tax:

  • Vehicles owned by a handicapped person used solely for the conveyance are exempted from the Vahan tax.
  • Vehicles used for agricultural purpose will be exempted from the road tax in Himachal Pradesh.

How to Pay Road Tax in Himachal Pradesh?

The road tax is paid at the Regional Transport Office (RTO) at the time of registering of the vehicle. At the transport office, you are required to fill the form along with the registration documents of the vehicle. Once the payment is done, you will get a Receipt of your payment. Keep it safe for future references.
